- State Issued IOUs: Effective July 2, 2009, the State Controllers office will be issuing Registered Warrants, also known as IOUs, for certain types of general fund payments. North Valley Bank will accept Registered Warrants as a traditional "Branch" deposit at any of our branch locations from customers only. However, Registered Warrants cannot be deposited via Remote Deposit Manager due to the requirement that the original item be presented for redemption by the Bank to the State Treasurer's Office.
